Abstract (English):
The problem of seaport water area monitoring is quite topical. Unfortunately, the system of complex monitoring, covering all the spheres of influence, does not exist. At the same time the regular monitoring of the number of characteristics are conducted. This monitoring allows keeping track of seaport water area dynamic. In whole, the organization of monitoring system needs in-depth analysis of coastal area features. Significant values of water and air pollution sources are registered at the water area. Thereby the feature of monitoring system organization depends both on value and quality of information and functional type of port. The monitoring program must include as detailed information about space-time variability of characterizes of environment pollutant as possible. The development of monitoring structure and supported software and hardware depend on type of pollution. The monitoring system presupposes regular and operational observation that allows determining pollution source in time and organizing the liquidation and preventing measures.

Формирование системы мониторинга предполагает несколько стадий, первая из которых связана с проектированием. Суть стадии проектирования заключается в создании алгоритма работы в технологической цепочке получения информации о состоянии акватории до выдачи информации потребителю для принятия решений. Все этапы получения информации тесно связаны между собой, недостаточное внимание к разработке какого-либо этапа неизбежно приведет к резкому снижению ценности всей получаемой информации. Для формирования системы мониторинга акватории портов целесообразной считается реализация следующих этапов.
